The City has contracted Habitus Collective and ActionDignity as consultants to co-create a Calgary Community Anti-Racism Action Strategy. The consultants will work with the Anti-Racism Action Committee, the community, and The City to do this work. The strategy will focus on The City’s role in addressing systemic racism in Calgary and our community-based services.
We need to hear from the community. Habitus Collective and ActionDignity will support the delivery of several events over the next few months for the community to attend. The goal is to create recommendations and actions for change.
We want to connect with as many Indigenous and racialized people across the city, so that different voices add to the strategy. Our goal is to listen, learn, and build communities where Indigenous and racialized people have equitable access to City services and programs. Share your vision, experiences, and ideas for a better Calgary for all. These ideas will help create concrete actions that can address racism, change systems, and policies.
Work will be completed Spring 2022. The role of the community falls into 3 phases:
Plan: The first phase of work began in March 2021: developing a plan for engaging the community. We have just finished co-development of this plan with the Anti-Racism Action Committee and key community members.
Engage: This phase will begin in August 2021 with a series of events co-hosted by organizations or groups that serve or represent equity-seeking groups. Events will be held online and in person (if safe to do so). There are many ways you can share your thoughts and ideas: by attending events, answering a survey, 1:1 meetings, or through art. Any suggestions or recommendations can be anonymous and given in your first language.
Confirm: In the final phases of the project, all feedback will be co-analyzed with key community members. We will create clear actions for The City. We will host a community event to share a “What We Heard” report. This makes sure the ideas being put forward reflect the ideas of the community, before it is given to The City.

On June 15, 2020, Calgary’s commitment to anti-racism Notice of Motion was passed by Council directing the City of Calgary to:
The City’s goal is to develop an overall City of Calgary Anti-Racism Action Plan that addresses racism and discrimination within The City and helps to address systemic racism within Calgary. Ultimately, The City aims to become an anti-racist organization and work towards becoming an anti-racist Calgary.
Anti-Racism is actively opposing racism by speaking or acting to support changes in political, economic, and social life.
Racism happens at an individual and system level. Individual racism happens between people, where someone’s beliefs, attitudes, and actions support racism on purpose or not. Systemic racism looks at how racism is rooted in policies and practices of our institutions. Looking at the way our governments, schools, health care, and other systems can cause harm or exclude Indigenous and racialized people.
Becoming an anti-racist organization is a priority for The City of Calgary. In June 2020, City Council passed a Notice of Motion called Calgary’s Commitment to Anti-Racism, which asked that The City of Calgary do the following things:
We want to understand people’s experiences in Calgary, and about barriers people have accessing City services. The project team has identified three pillars of City service areas to look at: Social Wellbeing, Neighbourhood Life, and Community Safety.
While the City of Calgary is funding the project, ActionDignity and Habitus Collective will bring together Indigenous and racialized people, groups, and organizations. These communities will come together at events and join in conversations around racism in August 2021.
ActionDignity and Habitus Collective bring experience in anti-racism, systemic change, policy analysis, ethnocultural collaborations, convening, facilitating community engagement, policy development and creating actionable reports.
They will work with organizations and groups already working on anti-racism or who work closely with Indigenous and racialized communities to co-host events. These organizations will use their existing connections to bring people together for events, to share their ideas. 13 community brokers will also be available to have one-on-one conversations with the community and share information.
Our goal is to host between 20-30 events, reaching up to 500 people between August and November 2021. We will do this by working with community partners and hosting different events. You can join in by:
We will first collect stories from the community as evidence for change. We will then use these stories to create specific actions the City can take to make meaningful change.
After the community-based anti-racism strategy is created, we will share with the community to make sure what was heard is authentically represented. We will then share the final community-based strategy for further input and feedback before submitting it to The City of Calgary in June 2022.
All data from the project will not be linked to your name or any other information that could identify you. We will, however, be linking demographic information to feedback. For example: “A 20-year-old black transgender youth shared....” Once the information from conversations and events is sorted and analyzed, this will help develop the community-based anti-racism strategy. The feedback collected in July 2020 through three days of public submissions, and data collected by The City and community partners on racism and discrimination will also inform the strategy.
You see the results of decisions made by The City of Calgary every day – in your roads, drinking water, parks and much more. Get involved and provide your input on City projects and programs. Together we can build a better community!
