FUNCTIONAL PLANNING STUDY IS CLOSED

Using the input we received from the public and key interest holders, along with additional technical analysis and policy directions these are recommendations for the study area:

• Recommended plan – active travel modes underpass as a destination
• Recommended Alternate plan – all travel modes underpass with enhance public realm

Additional studies will help determine the overall mobility requirements for all modes of transportation in the downtown network. These studies will inform the final choice of which plan for the 11 Street SW and CPKC underpass will move forward to design and implementation.

As part of our ongoing commitment to improving safety at the crossing, we are actively investigating steps we can take to improve safety at this location while we work towards a more permanent solution. These improvements may include additional safety features such as upgraded warning signals, pedestrian barriers, and enhanced lighting at the crossing. We are also exploring options for improved traffic management during peak hours to reduce congestion and enhance safety for all users of the area.

The City of Calgary is conducting a functional planning study to determine the future design of the 11 Street S.W. at-grade rail track crossing, between 8 and 11 Avenue.

11 Street S.W. provides a vital link between the Beltline and downtown west end across the barrier of the CP Rail line which bisects downtown Calgary. With the closure of 8 Street S.E., 11 Street S.W. is the only remaining at-grade rail crossing in the centre city. As a key connection to access parks, grocery stores, restaurants, commercial amenities, apartment buildings, and offices in the surrounding area, it is important that we provide convenient and attractive transportation choices for Calgarians of all ages and abilities.

Changes in the study area will help achieve objectives in Calgary’s Greater Downtown Plan, the Downtown Strategy and other relevant City plans, improving the downtown vibrancy and supporting the development of thriving neighbourhoods.

Using the input we received from the public and key stakeholders, along with additional technical analysis and policy direction including the Greater Downtown Plan, the Downtown Strategy and Centre City Mobility Plan, an active travel modes underpass is recommended for the study area.

The recommended plan prioritizes the pedestrian experience, reduces automobile dependency and invests in creating a vibrant destination downtown for Calgarians and visitors of all ages and abilities to enjoy.

It is dependent on the timing of funding as well as the future vision for the west side of downtown. Therefore, the all travel modes underpass is recommended as an alternate plan.

Both plans will be considered for the future design as part of the west downtown revitalization when funding is available for construction.

Short-term recommendations have also been developed for the study area and are dependent on the timing of funding for the long-term recommendations.
