BACKGROUND
Our work during Phase One: Discover assessed the need and desire for a culturally-based Area Redevelopment Plan for one of Calgary’s most culturally distinctive neighbourhoods. The outcomes of this work reaffirmed the importance of advancing the Chinatown Cultural Plan and the significance of developing the Area Redevelopment Plan through a cultural lens as part of Phase Two: Create.

Food, Merchants, and Tourism
Why talk about this?
Chinatown’s competitive advantage is the density and diversity of Chinese and Asian cuisines that can be found within a city block. However, the retail experience in the area is not necessarily strong, with limited shops outside of food businesses and certain types of stores are completely missing. This has resulted in an eat-and-leave model of visiting Chinatown, with people spending little time and money there. While retaining and protecting existing businesses is very important to the community, new shops and their audiences are welcomed additions to the neighbourhood as well. They are seen as new blood and modernity, needed to meet changing demands and to complement Chinatown’s long-time businesses. |
Culture, Creative, and Learning
Why talk about this?
The Chinese community in Calgary all hope that Chinatown is the centre for Chinese culture. Developing and nurturing Chinatown’s capacity for artistic production, creativity and cultural learning is a great opportunity to bring people to the neighbourhood beyond shopping and eating. How could we make better use of spaces, private or public, indoor and outdoor, and give more “canvas” to cultural expressions and activities? What locations in Chinatown can be used to celebrate its culture and history? What more can be done with Sien Lok Park and other open spaces? Can public art or decorative elements be used to reinforce Chinatown’s edges?
Housing, Health, and Social Purpose
Why talk about this?
Today, there are many seniors living in Chinatown. We have heard from the community they would like to diversify the neighbourghood and attract young professionals and their families to make Chinatown their home. If this is a priority, investments into housing, residential amenities and services are required to attract this group. Many new developments are seen as not meeting the needs of young people, with units being unaffordable, or with small layouts and no family-friendly amenities. How do we fill the gaps in the housing mix and make Chinatown a complete community for all generations?

Why talk about this?
Chinatown is the only Calgary community that has such a strong physical expressions of its culture in its built environment. People know immediately when they are in Chinatown through the unique lanterns, lampposts, Chinese language signage and other cultural markers. The Chinese Cultural Centre and Dragon City Mall are often cited as landmarks, for their unique architecture, large size and design elements. Steps have been made in Chinatown to preserve buildings with historical significance; unremarkable buildings have been made remarkable through stories of their use, activities and history. As Chinatown continues to evolve, it provides new opportunities to strengthen its sense of place through urban design.

Why talk about this?
Tomorrow’s Chinatown is an opportunity to rebuild important relationships. There is a history of racism, discrimination and cultural bias between Calgary as a city and Chinatown as a community. This has caused damage to the Chinatown – City relationship that needs to be addressed. Relationship rebuilding is needed within the community too, between the generations, between new immigrants and those who are established, and between groups of different Chinese or Asian heritage.Chinese Calgarians have expressed their desire for stronger ties with minority groups who share similar experiences and struggles for equality, including Indigenous peoples.
How are these conversations happening?
The Tomorrow's Chinatown team is having targeted conversations including individual interviews and small focus groups. Once concluded, these conversations will be one of the many inputs to create the Cultural Plan

探討此議題的原因 今時今日,有很多長者居於唐人街。我們收到意見指,社群希望社區的居民能更多樣化,並吸引年輕專業人士舉家遷入唐人街,把這裏變成他們的安樂窩。如果這是優先事項,我們需要投資於房屋、居民設施及服務去吸引這些群體。很多新發展項目看來並不適合年輕一代的需要,不是房價太難以負擔,就是間格太少和沒有適合家庭的社區設施。我們如何能夠在現有發展之中填補這些不足,令唐人街成為讓數代人安居的完整社區? |
地方感、空間感、自然環境
在卡加利,唐人街是唯一一個在現有的建築環境中,如此淋漓盡致地展現自身文化的社區。富有傳統魅力的燈柱和燈籠裝飾,獨特的華語標牌和其它文化標記,都能使人立即感知到自己正身處唐人街。卡城中華文化中心及龍城商場,因其獨一無二的建築、偌大的規模及設計元素,往往被形容為唐人街的地標。各方已採取步驟,保護唐人街內具有歷史意義的建築物,利用那些本來不起眼的建築物,散播它們的歷史印跡、過去的用途及活動,使它們漸漸變得引人注目。在唐人街繼續蛻變的同時,它將透過市區規劃,提供增強地方感的契機。 |

探討此議題的原因 「明日唐人街」方案是重建社區關係的重要契機。在卡加利市與唐人街社群之間,曾有過種族主義盛行的歧視歷史,這段令人不安的歷史淵源橫在兩者之間,對唐人街社群造成了傷害,必須得到承認和正視。唐人街社群內部也亟需重建彼此之間的關係。在不同世代的居民之間、新舊移民之間、各種華裔及亞裔血統群體之間,都存在著不易逾越的溝通障礙。卡城華人也曾表達他們希望與其他小眾社群(包括原住民)建立更強聯繫的願望,因大家都分享了類似的經歷,還有對爭取平權方面的種種掙扎。 進行對話的方式 「明日唐人街」小組正開展個人訪談及小型焦點小組的目標對話,收集特定方面的回應。當以上訪談一一完成並進行總結後,這些對話內容將成為創立文化計劃眾多投入的其中一環。 |
