The North Central Area Structure Plan (ASP) will guide future development for about 1,046 hectares (2,585 acres) in north Calgary. The City is leading this work in collaboration with developers, landowners, and other interested parties to create a framework for vibrant, thriving, and complete communities.

Your insights and involvement will help us create a plan that reflects shared priorities and the unique opportunities in the North Central plan area.

Why is The City developing an Area Structure Plan for North Central?

The North Central Area Structure Plan is part of The City’s plan to guide growth in north Calgary. It will provide a clear plan for growth, support more housing choices, and coordinate major infrastructure projects like water servicing and the Highway 566 interchange. It will also include strategies to reduce emissions and build inclusive communities.

This plan will:

  • Set the vision and main goals for future development.
  • Show where homes, businesses, roads, and utilities will go.
  • Protect important natural areas and plan parks, pathways, and streets.
  • Include steps for climate resilience and protecting nature.

As part of creating the North Central ASP, The City will review technical studies on topics like the environment, transportation, utilities, climate, and history. These studies will guide how the area grows, what infrastructure is needed, and the order of development over time.

The plan will also include a Land Use Concept — a map showing where key parts of a complete community, such as schools, parks, homes, and activity centers, should be located.

he North Central ASP area is located north of 160 Avenue and the communities of Livingston and Carrington.

  • North: Highway 566 and Rocky View County
  • East: Nose Creek ASP Plan Area
  • South: 160 Avenue and Livingston
  • West: Rocky View County

The area is currently designated as Special Future Urban District (S-FUD) under the Land Use Bylaw and is primarily used for agricultural purposes.

Engagement Process


Area structure plans are developed through a phased engagement process. Public Engagement for the project occurs during Phase 1, Phase 2, and Phase 3. In Phase 4 the project will go before Committee and Council.

    Draft Land Use Concept and formulate policy that outlines where growth and development can happen.




  • Phase 3: REFINE

    Refine the Land Use Concept and Policy based on inputs







  • Phase 4: REALIZE

    Committee and Council review and decision.







Key Considerations when Creating an Area Structure Plan

The creation of a new ASP allows people living in the area, landowners, and anyone interested in the community’s future to have a say in how the North Central lands will be developed.

Your input matters. It helps us understand potential impacts, opportunities, and insights for the plan. The input we receive is then balanced with City policies, professional expertise, and best practices to create a well‑informed and comprehensive area structure plan.
