Project Introduction
The City of Calgary has partnered with the City of Edmonton and the Institute for Catastrophic Loss Reduction to understand how residents can better enhance their homes' resilience to intensifying hail, basement flooding, extreme heat events, and wildfire smoke - all of which pose growing risks to both property and human health in our changing climate.
About the Project
The project is focused on identifying the most cost-effective measures for reducing risk to hail, basement flooding, extreme heat events, and wildfire smoke for Calgary and Edmonton’s residential sectors, as well as the barriers preventing residents from taking those measures to better protect their properties and themselves.
Through this collaboration, we aim to understand barriers – whether financial, informational, or practical – that make it challenging for residents to make their homes climate-ready. By identifying these obstacles, we can develop targeted solutions that help residents better protect their properties and families against our changing climate.

Next Steps
- The survey will close in mid-February from which a What We Heard report will be developed.
- In combination with other research conducted by the Institute for Catastrophic Loss Reduction (ICLR), recommendations will be made using the What We Heard report on the most effective approaches for enhancing climate resilience in Calgary’s residential sector.
- Targeted focus group sessions will be hosted in Spring 2025 to engage residents on different options to reduce barriers for investing in at-home climate resilience.
- Educational material will be updated and provided in accessible formats for residents to learn about the most effective measures to take for reducing their home and well-being’s risk to climate hazards.
