The proposed Area Structure Plan is ready
The proposed Naato’siyinnipi (Aurora) Area Structure Plan (the Plan) is ready for review. The proposed Plan includes policies that will guide future growth and development of the lands in Northeast Calgary over the next 20 to 30 years.

Highlights of Updates
Plan name
The City of Calgary has been working with Treaty 7 communities to review the site’s history and understand the significance of the site to Indigenous communities. Back in 2000, Piikani Elders shared a storey about an Elder and hero named Naato’siyinnipi (Brings down the Sun).
The City of Calgary is has renamed the planning document from ‘Aurora’ to ‘Naato’siyinnipi’ (pronounced Nah-too-see-yin-NEE-bee) in honour of this historical figure. The new plan name is not the community name. The new community name including street names, and park names will be revealed in future development phase.
Updated forecasting
The revised final draft Plan anticipates 16,543 people, 7,381 dwelling units and 5,710 jobs, a slight increase from what was presented previously.

Airport maps
- The City of Calgary has been working with the Calgary Airport Authority, NavCan, Transport Canada and aviation planners to review the plan’s compatibility with Calgary Airport Zoning Regulations and Airport Vicinity Protection Area Regulations.
- Building height markers have been removed from Map 14. Flight path location (approach surface) has been re-introduced into Map 14 - Calgary Airport Zoning map.
Storm servicing
The project team has received additional technical input to inform the storm servicing concept. Map 12 ‘storm services’ has additional refinements to the pond locations, catchment areas and drainage outlets.
Mobility, roads and transportation policies
- The City of Calgary has completed a global review of the road network and has identified areas where further study and upgrades may be required.
- The proposed plan provides additional guidance for the phased integration of road improvements on 96 Avenue NE in Section 7.3 of the plan.

Capitalize on investment in higher-order transit infrastructure and a robust pathway network to provide increased mobility choices for citizens, promote a vibrant and connected community, and provide more opportunities to live, work, and play within proximity to transit and active transportation routes.
Enhance housing diversity and sustainability by offering a variety of housing options that support affordable home ownership and rental opportunities, ensuring that residents of all ages can continue to live within the community.
Ensure the continued celebration of the Plan Area by incorporating historical matters of significance in the design of the community and its streets to facilitate greater connections between residents, their community, and the environment and exploring opportunities for Reconcili-Action.
Encourage sustainable design solutions by developing a climate resilient community that minimizes energy and resource use, and incorporates green building methods and alternative energy solutions, such as district energy, to reduce emissions.
Protect, connect, and enhance the Ecological Network to ensure biodiversity is conserved, ecosystem services are maintained, and to create a resilient, sustainable community that celebrates the rich history of the Plan Area.
Share Your Thoughts with Committee
Committee Date
The proposed Plan will be brought forward to the Infrastructure and Planning Committee (IPC) for review and decision on Monday, July 21, 2025.
Public Submissions
Anyone who is interested can participate in the public hearing of Committee and/or Council. You can submit your comments in writing, register to speak or watch proceedings online.
Submissions should clearly state that the comment is for the "Naato’siyinnipi (Aurora) Area Structure Plan". The deadline to have your public submission added to the agenda is 12 p.m. (noon) on July 14, 2025.

- What criteria are used to determine if sound walls should be replaced or increased in height? Will increased traffic on 96 Ave mean that the City or developer be required to increase the size of the sound wall?
- Would traffic counts have any impact on the existing design of the Beddington/Harvest Hills Bus-only Access ?
- Are there any proposed changes to the 96 Avenue NE as a result of this proposed plan? Will vehicles speeds be increased or decreased in this area?
